  • Currently serving in the role of Deputy CIO where I manage a staff of seven federal employees, and 50-75 contractors with an IT budget of $25 Million. Highlights of achievements:

  • Identified significant gaps in currency and centralization of IT policies and procedures; justified through a business case the need for professional services to assist in establishing a current, centralized library of documented IT policies and procedures.

  • Drafted the OIT Strategic plan (FY20-21)

  • Moving organization from waterfall style application development efforts to a more streamlined agile, devopsec framework - stood up a new active program management office (APMO).

  • Identified gaps in federal workforce IT competencies and justified the hiring of two additional federal employees and submitted proposal for organization realignment to HR.

  • Identified gaps in the IT acquisition processes; no product/project intake processes established; no architectural review or security reviews in place; working to strengthen the COR oversight processes and role.

Successfully led the development of a Continuous Integration/Continuous Delivery Platform built upon Open Source products; Nexus, Subversion, Jenkins and Sonar. This CICM platform implementation was a capital planning investment effort budgeted over $5M to be executed over 3 years; I successfully delivered it in 2 years and under budget.

 

Led our agency from a manual software build process to an automated one in less than a year:

  • Average automated builds per week - 500

  • Build time < 15 minutes, includes unit tests and static code analysis

  • One-button application deployment time 2 - 10 minutes to all deployment target servers, with validation, including hybrid cloud deploys

  • Initial notification to deployment time less than 50 minutes to multiple environments (FQT and PVT)

  • 10 projects performing auto deploys

  • 31 projects performing auto builds

 

Responsible for the management and direction of the Division which oversees all CM governance, processes and policies.

 

Proactively manage a government staff of 7 Sr. Technologists; contractor staff of 20+; an annual O&M budget of $7M and an annual project budget of $7M.

Branch Head, Enterprise Transformation Department of Navy Chief Information Officer (DCNO IT/Communications & Networks (N6))

2006 - 2008

Served as the Branch Head for Enterprise Initiatives, for the Navy CIO. In that role, I was responsible for identifying savings and efficiencies in Navy IT investments and business processes. In this position I analyzed IT needs, established priorities, conducted and implemented feasibility studies, risk and cost-benefit analyses, which allowed me the ability to make sound recommendations to leadership in the areas of emergent technologies, cost savings, process efficiencies, and policy and governance requirements.

Served as the Information Systems Security Officer (ISSO) for the Department of the Navy Base Realignment and Closure (BRAC) Information Transfer System (DONBITS). Responsible for system implementation, ensuring administration was performed properly and security safeguards were in accordance with Department of Navy (DON) policy and audit requirements as governed by the Naval Audit Service (NAS).

Sergeant United States Marine Corps.

​1995 - 2001

Managed the Executive Operations fund for the Commandant of the Marine Corps (CMC's); ensuring his personal expenditures fell within DoD regulations and were obligated in a timely, accurate manner into the Defense Finance Accounting System (DFAS SABRS).

Assisted in the planning and execution of CMC domestic and foreign travel; often working with embassy liaisons and foreign military officials establishing trip guidance and itineraries.
